When was Adaa established ?

The National Center for Performance Measurement “Adaa” was established on the 6th of Muharram 1437, after the issuance of Decree (3) upon approval from the Council of Ministers’ following a recommendation from the Council of Economic and Development Affairs.

What is Adaa’s primary role ?

Adaa aims to enable transparency principles in government performance, by monitoring and evaluating the performance and progress of public entities in implementing their programs and initiatives, and it also measures beneficiary satisfaction on public services.

Adaa periodically measures public entities performance by publishing performance reports, which can help in identifying performance obstacles preventing entities from achieving their targets, in order to enable decision makers to support and provide timely solutions.

Why is Adaa’s work important ?

A strategic vision must have ambitious targets in a specific time frame and it must measure performance towards achieving these targets by:
• Monitoring the performance of public entities
• Measuring beneficiary satisfaction on public services

This will ultimately enable decision makers to take more effective decisions based on performance outcomes which will help realize citizens’ ambitions and strengthen the country’s capabilities and incomes.

How does Adaa support decision makers ?

By providing periodic reports on the performance of public entities and their commitment in realizing the targets admitted by vision 2030 programs. As well as providing reports on beneficiary satisfaction on public services to contribute in the process of developing these services based on beneficiaries’ expectations.

Does Adaa have any other roles ?

In addition to performance measurement, Adaa also plays key roles in the following areas:
• Creating a culture of performance measurement within public entities
• Measuring citizen satisfaction experience of public entities
• Enabling entities by building and developing performance measurement capabilities
• Providing consultation and training related to performance measurement processes and tools
• Measuring the performance of public entities by their participation in Vision 2030 programs
• Monitoring the Kingdom’s development in international indicators

Is Adaa part of the government ?

Adaa is organizationally linked to the prime minister, and its Board of Directors is chaired by the Deputy Prime Minister, Crown Prince. Out of commitment to measure beneficiary satisfaction on public services and to keep monitoring and measuring performance indicators of programs and initiatives to realize vision 2030, the Council of Ministers’ issued the establishment of Adaa as an administratively and financially independent entity.

Who is the Director General of Adaa ?

How does Adaa measure the performance of public entities ?

Adaa developed a performance methodology based on the best global practices. Key Performance Indicators are then set to measure public entities performance toward realizing admitted targets, which will be monitored and discussed on a quarterly basis with public entities.

What happens if entities do not meet their objectives or are underperforming ?

Adaa provides reports on the performance of public entities on a quarterly basis which will reflect the level of progress or delay in government performance. It will also present and analyze the obstacles that face entities in their process to realize their objectives and provide timely solutions. Upon reaching an agreement with public entities on the outcome of reports, a quarterly meeting will be held in the presence of top officials to review the performance of each entity. If required, the meeting will initiate action plans to help the entities improve their performance.

Adaa does not receive complaints, it is only responsible for measuring the performance of public entities and providing quarterly reports. Please contact the public entity directly.
