Open Data
Open data refers to data that may be freely used by any individual without technical, financial, or legal restrictions, and may also be reused and published, subject to compliance with the regulatory requirements of the Saudi Data and Artificial Intelligence Authority (SDAIA) and the Saudi Open Data Platform.
Terms of Use of Open Data
- Users must not distort or misrepresent the data or its source.
- The data must not be used for political purposes, to support any unlawful activity, or for any activity that is illegal or in violation of the laws and regulations of the Kingdom of Saudi Arabia
Purpose of Open Data
- Enhancing transparency and promoting citizen participation.
Improving the efficiency of government services.
Enabling opportunities for innovation in developing new services and products.
- Creating opportunities for new fields of work and economic growth.
Gaining new knowledge through the integration of multiple data sources and the processing of large volumes of data.

Scope
The provisions of this policy apply to all public – non-confidential or non-protected – data and information produced by the National Center for Performance Measurement of Public Entities (Adaa), regardless of their source, format, or nature. This includes paper records, computer-stored information, audio or video tapes, maps, photographs, manuscripts, handwritten documents, or any other form of recorded information.
Definition of Open Data
These are the data made available to all visitors of the National Center for Performance Measurement of Public Entities (Adaa) website, aimed at promoting participation and increasing knowledge. Visitors and users of the services are required to review the Open Data Usage Policy to stay informed of any updates. It is also noted that all open data available on the Center’s website is non-profit.
Key Principles of Open Data
Principle One: Data Should Be Open by Default
The Center ensures that data is accessible to everyone by disclosing it, enabling access, or allowing its use, unless its nature requires confidentiality, privacy protection, or restricted disclosure.
Principle Two: Open Format and Machine-Readability
Data is made available in machine-readable formats (CSV, XLS, JSON, XML).
Principle Three: Data Timeliness
The latest version of open datasets is published regularly and made available to everyone as soon as it becomes available. Aggregated data collected by the Center is also published as quickly as possible, whenever feasible, with priority given to data whose value diminishes over time.
Principle Four: Completeness
The Center is committed to ensuring that open datasets are comprehensive, including as much detail as possible, while reflecting recorded data without conflicting with privacy policies and personal data protection. The Center also ensures the inclusion of metadata that explains and describes the primary data, along with providing interpretations or formulas that clarify how the data is derived or calculated.

The Center is committed to making datasets accessible to everyone without discrimination.
Principle Six: Free of Charge
Open data must be made available to everyone free of charge.
Principle Seven: Open Data Licensing in the Kingdom of Saudi Arabia
Open data is subject to a license that defines the legal basis for its use, as well as the terms, obligations, and restrictions imposed on the user. Using the open data indicates acceptance of the license terms.
Principle Eight: Developing a Governance Model and Inclusive Participation
Open data enables access and participation for everyone, enhances transparency and accountability of entities, and supports decision-making and service delivery.
Principle Nine: Inclusive Development and Innovation
Commitment to actively promote the reuse of open data by providing the necessary resources and expertise, and to work in coordination with relevant stakeholders to empower the next generation of open data innovators, engaging individuals, organizations, and the public in unlocking the potential of open data.
Responsibilities of Data Users
Open data users are responsible for reusing the data in accordance with the Center’s guidelines. The reuse of this data must not result in errors related to the content, source, or date of the data.
Conditions for Reuse
- Users must not distort the data or its source.
- The data must not be used for political purposes, to support illegal or criminal activities, or for racist, discriminatory, inciting, culturally harmful, or otherwise unlawful activities that violate the laws and traditions of the Kingdom.
- When using the data, users must acknowledge that its source is the National Center for Performance Measurement of Public Entities (Adaa).
- The source of the reused information must be referenced by providing a link to the Center’s official website to maintain intellectual property, data credibility, and source authenticity.
