Adaa Reviews Government Entities’ Performance for Q2 2024

The Board of Directors of the National Center for Performance Measurement (Adaa) reviewed the performance of government entities for the second quarter of 2024 and their contributions to achieving the objectives of Saudi Vision 2030, noting significant improvements in national strategies, indicators, and initiatives. During its twenty-first meeting, the Board was briefed on the Center’s key efforts to support government entities in addressing challenges that may hinder the achievement of national targets, and issued several related decisions. The meeting also presented the results of the government performance management assessment cycle, highlighting strengths and identifying opportunities for improvement. The Board directed the continuation of empowerment initiatives, including training programs for public-sector employees, awareness workshops, and the “Pioneers of Performance” forums. It further instructed the development of a comprehensive technical guide on performance and institutional planning to support government entities in formulating strategic directions and enhancing institutional measurement. The Board also reviewed the Center’s institutional strategy performance for Q3 2024, along with ongoing efforts, updates, and decisions related to government performance measurement and management.
Adaa Holds the 12th ‘Pioneers of Performance’ Meeting

Riyadh — The National Center for Performance Measurement (Adaa) held the 12th “Pioneers of Performance” meeting titled “External Strategic Alignment,” with the participation of 25 government entities, as part of the Center’s role in supporting government entities in performance management and strengthening communication to establish shared understanding of leading practices. The Saudi Authority for Intellectual Property presented its key practices and experiences in external strategic alignment. The meeting also included contributions from experts and government representatives through accompanying presentations and interactive activities that discussed successful practices, challenges, and improvement opportunities. The “Pioneers of Performance” meetings aim to create an interactive platform for government employees to exchange knowledge and share local and international best practices in performance management based on the needs of government entities. Since 2019, Adaa has held 11 previous meetings, benefiting 92 government entities with the participation of 517 representatives, during which several entities showcased successful experiences related to various aspects of performance measurement and management.
Adaa Holds the 14th ‘Pioneers of Performance’ Meeting on Change Management

Riyadh — The National Center for Performance Measurement (Adaa) held the 14th “Pioneers of Performance” meeting titled “Change Management,” as part of its efforts to support government entities in performance and strengthen communication to showcase leading models. The Ministry of Energy presented its key practices in managing change, while experts and government representatives participated through presentations and interactive activities highlighting successful practices, challenges, and improvement opportunities. The meetings aim to create an interactive platform for government employees to exchange knowledge and share local and international best practices in performance management. Since its launch, the program has benefited 96 government entities with 577 participants, featuring several entities presenting successful experiences in performance measurement and management.
Adaa Evaluates the 1446H Umrah and Prophet’s Mosque Visit Experience

Makkah — The National Center for Performance Measurement (Adaa) has begun its 1446H Ramadan assessment to measure the satisfaction of pilgrims with government services provided during the Umrah and Prophet’s Mosque visit journey, covering more than 93 services delivered by over 16 government entities. Eng. Rashid bin Abdullah Al-Qaoud, Director General of Adaa, noted that the Center continues to receive the generous support of the Kingdom’s leadership — may Allah preserve them — to ensure all necessary facilitation for evaluating the satisfaction of Umrah performers and visitors to the Prophet’s Mosque. Al-Qaoud noted that this journey is one of the key experiences measured by Adaa, as it provides insights into the satisfaction levels of pilgrims with services offered at designated locations, including King Abdulaziz International Airport in Jeddah, Prince Mohammed bin Abdulaziz International Airport in Madinah, the Grand Mosque, and the Prophet’s Mosque. He added that Adaa relies on multiple measurement tools — electronic surveys, field surveys, and the Simulated Umrah Participant methodology, which involves confidential field visits across all service points. These tools assess overall service satisfaction and identify improvement opportunities based on several criteria, including service procedures, employee performance, service speed, and overall quality. Adaa also works to enhance transparency by sharing beneficiary experience reports with relevant stakeholders. The assessment covers all stages of the journey, starting from permit issuance and travel to Makkah and Madinah, followed by mobility and support services, visits to the Grand Mosque and the Prophet’s Mosque, and ending with pilgrims’ departure. The evaluation is conducted in cooperation with government entities to improve the quality of services provided to the Guests of Allah during Ramadan.
Adaa Holds the 15th ‘Pioneers of Performance’ Meeting on Operational–Strategic Alignment

Riyadh — The National Center for Performance Measurement (Adaa) held today the 15th “Pioneers of Performance” meeting under the theme “Aligning Operational Performance with Strategy,” with the participation of representatives from 30 government entities at its headquarters in Riyadh. The meeting aimed to promote knowledge exchange, share local and international best practices in performance management, and highlight success stories. The Digital Government Authority presented its efforts to connect operational processes with national digital government priorities, contributing to improved performance efficiency and support for strategic objectives. The meeting also featured leading practices on operational–strategic alignment and included an interactive session where participants discussed common challenges and possible solutions to enhance alignment at institutional and national levels. The “Pioneers of Performance” program seeks to build an interactive community of Vision Realization Offices and planning and performance specialists across government entities. Since its launch, it has engaged 614 participants from 101 entities, with an average satisfaction rate of 96%.
Adaa Measures Hajj Services Performance for 1446H Season

Makkah — The National Center for Performance Measurement (Adaa) has launched its operations to evaluate the quality of services provided to pilgrims during the 1446H Hajj season, as part of its ongoing efforts to assess the pilgrim journey across Makkah, Madinah, and the Holy Sites, in alignment with the objectives of Saudi Vision 2030. This year’s evaluation covers 86 services delivered by 17 government entities, spanning multiple stages — from permit issuance and travel preparation, to performing rituals, moving between the Holy Sites, visiting the Prophet’s Mosque, and finally departing the Kingdom. Eng. Rashid bin Abdullah Al-Qaoud, Director General of Adaa, emphasized that the Kingdom’s leadership — may Allah preserve them — continuously prioritizes delivering exceptional services to the Guests of Allah (pilgrims), ensuring comfort and care throughout their journey. He explained that Adaa applies comprehensive scientific tools to assess service quality, including electronic surveys, field interviews, and the Simulated Pilgrim methodology, all aimed at improving service efficiency and enhancing the overall pilgrim experience. The evaluation spans major locations such as the Grand Mosque in Makkah, the Prophet’s Mosque in Madinah, the Holy Sites, King Abdulaziz International Airport in Jeddah, and Prince Mohammed bin Abdulaziz International Airport in Madinah. ‘Simulated Pilgrim’: A Real-World Approach to Evaluating Service Quality During the Hajj Season

Makkah — The National Center for Performance Measurement (Adaa) implements the “Simulated Pilgrim” methodology, a field-based evaluation designed to assess the performance of government entities during the Hajj season from within the pilgrim experience itself. Under this approach, a selected pilgrim undertakes the full Hajj journey without revealing his role as an evaluator, allowing him to experience every stage exactly as other pilgrims do — from permit applications and transportation to accommodation, services, and departure after completing the rituals. The role of the Simulated Pilgrim goes beyond observation; it includes an objective assessment of all elements of the journey, such as service quality, staff interactions, the efficiency of digital systems, and the level of coordination among participating entities. Every aspect is meticulously documented to support service enhancement and to identify opportunities for improvement that strengthen overall performance. This methodology reflects Adaa’s ongoing commitment to embedding a culture of evaluation and continuous improvement, and to utilizing field measurement tools to support the Guests of Allah, in line with the directives of the Kingdom’s leadership — may Allah preserve them — which consistently prioritizes the comfort and satisfaction of pilgrims and visitors.
Adaa Board of Directors Holds Its 24th Meeting

The Board of Directors of the National Center for Performance Measurement (Adaa) held its twenty-fourth meeting, during which it discussed several topics reflecting the Center’s role in supporting government entities to achieve continuous performance improvement. The Board reviewed the performance status of government entities in achieving the objectives of Saudi Vision 2030. The Center currently measures the performance of 614 government entities, covering 278 indicators and 1,172 initiatives, in addition to its work on evaluating several national strategies, performance indicators, and initiative implementation progress. The Board also reviewed the Hajj and Umrah Season Reports for 1446H, which included comprehensive data analyses, performance results, and recommendations aimed at enhancing services and improving the experience of the Guests of Allah. The meeting highlighted several empowerment initiatives, including the “Pioneers of Performance” forums, the “Knowledge Bridges” program, and specialized workshops implemented to strengthen performance practices and raise awareness across government entities. Since the beginning of 2025, Adaa has delivered 14 training programs benefiting 1,957 participants representing 90 government entities. As part of its empowerment efforts, the Center has also evaluated performance measurement and management practices for 78 public entities this year. This meeting comes as part of the Board’s regular sessions to monitor progress, make decisions that support the development of the government performance measurement system, and enable public entities to achieve their goals efficiently and effectively, in line with the aspirations of the Kingdom’s leadership and the objectives of Saudi Vision 2030.
Adaa Center and King Saud University Sign Memorandum of Understanding

The National Center for Performance Measurement (Adaa) has signed a Memorandum of Understanding (MoU) with King Saud University as part of its efforts to expand institutional partnerships in support of Saudi Vision 2030. The MoU aims to enhance performance management and measurement within the academic environment and improve the efficiency of educational outcomes. The MoU was signed by Eng. Rashid bin Abdullah Al-Qaoud, Director General of Adaa, and Prof. Dr. Ali bin Mohammed Musmaly, Acting President of King Saud University. The MoU covers several areas of cooperation, including exploring the integration of performance management and strategic planning concepts into undergraduate and postgraduate curricula, developing specialized academic programs, and providing technical consultation in indicator development, performance measurement, and initiatives management. It also includes qualifying faculty members as certified trainers in performance management, offering training programs for students and college deans, providing institutional self-assessment services, supporting cooperative training programs, and utilizing university facilities for specialized workshops and events. The MoU further enables Adaa to benefit from faculty expertise in research, strategic planning, and performance management to support the development and enhancement of training content. Eng. Al-Qaoud stated that the MoU reinforces Adaa’s efforts to improve performance efficiency across public entities. He noted that Adaa continues to build an integrated national system for performance measurement and improvement, having delivered 14 training programs in 2025 benefiting 1,957 participants from 90 government entities, while e-learning programs have reached more than 300,000 trainees. As part of its empowerment efforts, Adaa has also evaluated performance management practices for 78 government entities this year.
