The National Center for Performance Measurement “Adaa” was established on the 6th of Muharram 1437, after the issuance of Decree (3) upon approval from the Council of Ministers’ following a recommendation from the Council of Economic and Development Affairs.
Adaa aims to enable transparency principles in government performance, by monitoring and evaluating the performance and progress of public entities in implementing their programs and initiatives, and it also measures beneficiary satisfaction on public services.
Adaa periodically measures public entities performance by publishing performance reports, which can help in identifying performance obstacles preventing entities from achieving their targets, in order to enable decision makers to support and provide timely solutions.
One of the elements of the success of any strategic vision is setting ambitious goals within a specific time frame, and measuring performance towards achieving those goals, through two aspects:
First: Follow-up to measure the performance of public institutions.
Second: Measuring the beneficiary’s satisfaction with public services.
These two aspects enable decision makers to take the right decisions based on performance results that achieve the aspirations of the citizen and enhance the capabilities and the growth of the nation.
By providing periodic reports on the performance of public entities and their commitment in realizing the targets admitted by vision 2030 programs. As well as providing reports on beneficiary satisfaction on public services to contribute in the process of developing these services.

Adaa is organizationally linked to the prime minister, and its Board of Directors is chaired by the Deputy Prime Minister, Crown Prince. Out of commitment to measure beneficiary satisfaction on public entities and to keep monitoring and measuring performance indicators of programs and initiatives to realize vision 2030, the Council of Ministers’ issued the establishment of Adaa as an administratively and financially independent entity.
Adaa has developed a methodology for measurement in accordance with the best international practices in this regard, in the light of which key indicators are identified to measure performance towards achieving the approved objectives of public entities, and they are monitored and discussed periodically with public entities, and then the Center issues performance reports for these entities toward achieving their objectives, in addition to Measuring the progress of implementing initiatives.

Adaa issues public entities performance reports on a quarterly basis. The reports reflect the level of progress or failure in government performance. Through them, the center provides identification and analysis of risks and difficulties facing entities in their path to achieving their goals and proposing appropriate solutions to address them. The Board of Directors of the Center, upon approval of the reports, submits them to the Prime Minister to discuss the performance levels of each year, and to agree on the implementation of action plans that help the entities improve their future plans.
The center offers training courses in 3 ways
1- A special in-person training for employees of public entities
2- Virtual training (online) for employees of public entities and specialists
3- Training for the public via the ethrai platform
The center evaluates the maturity of public entities, determines their strengths and weaknesses, and the extent to which they follow measurement methodologies, and then makes recommendations for their development. The role of Adaa center is organizational, whose main task is to set standards and mechanisms for measuring and evaluating performance. The Center cannot issue decisions on any institution. Receiving complaints and modifying work mechanisms is the responsibility of the entity itself.
The center adopts the latest mechanisms for setting goals and measuring performance, and the mechanisms are continuously developed.

The center has a special section for the beneficiary experience and it is measured at two levels:
1- The beneficiary’s journey: the experience is measured from its beginning to its end and includes several different entities
2- Public entities: All services provided by the entitiy, whether electronic or in-person, are evaluated
